A new study of adolescent alcohol and drug abuse in California has found alarming rates of serious alcohol and drug problems, particularly in juvenile detection facilities and other high-risk environments such as continuation schools and group homes.
Youth were surveyed using the Massachusetts Youth Screening Instrument (MAYSI~2), a highly reliable screening instrument validated in a large juvenile justice population. This instrument is designed to assist juvenile justice facilities in identifying youths 12-17 years old who may have alcohol/drug problems, or other mental health issues such as depression, thought disturbance, etc, in the last few months. For the California screening project 2,989 youth at 56 sites across nine California counties were screened.

Alcohol and other drug (AOD) treatment for youth is emerging rapidly as many groups are stating and acting on their public policy priority to enhance services for this population. The system is still in its infancy, however. Progress must be maintained in order to develop a comprehensive system of care for adolescents with AOD problems. This paper aids needs and services planning by establishing the need for adolescent AOD treatment; describing the current system and its limitations; identifying elements of a model treatment system; and identifying current and potential revenues for financing the model.

Advancing California's Continuum of Care for Persons With Co-Occurring Substance Use and Mental Health Disorders: A Statement of CADPAAC-Supported Positions. (pdf) [note: large file, 5.5mb]
In California and throughout the nation, there is a high prevalence of co-occurring disorders. Yet coordinated, integrated treatment remains largely unavailable. The County Alcohol and Drug Program Administrators Association of California (CADPAAC) commissioned ADPI to author this paper which identifies nine positions that county alcohol and drug programs can jointly assert to persons influencing state and local policy as well as to persons influencing the operational/service-delivery (practice) side of addressing co-occurring disorders. This paper also begins to outline specific roles for CADPAAC and counties as they work to overcome barriers that prevent advancement.

There is a widening gap between scientific knowledge and the practice of alcohol and drug abuse treatment in community-based settings. This report recommends strategies that federal and state agencies could employ to help facilitate the transportation of evidence-based treatment innovations into the real world. It also discusses various influences that can prevent effective translation of research into practice.

This publication provides a strategic planning framework and supporting tools for California county governments as they make resource allocation decisions amidst funding volatility and fragmented funding streams. These tools and methods help to identify the full spectrum of treatment & recovery resources in a county and to assist in the management of publicly funded capacity and coordination with private sector programs. The goal is to better match capacity with demand, improving client access and retention.

Treating nicotine dependence in the substance abuse treatment setting should be a serious consideration for treatment providers because smoking increases clients' risk for smoking-related mortality, is associated with economic costs, and has a negative impact on clients' abstinence from their illicit drugs of choice.

The State of California's Little Hoover Commission recommends how state and community leaders could develop a strategy that uses prevention, treatment, and law enforcement where those tools have proven they can do the most to reduce the consequences of abuse and addiction. The Commission also recommends that California needs to improve and expand substance abuse treatment programs to competently serve those who need treatment.
